Some do it for attention and some just don't realize the shirt is slipping. Or the way they bend and reach. I have the problem when you reach and the boob slips out of the cup.o_O
I know most women don't like to be stared at but when a woman dresses in skin tight yoga pants and you can see the outline of the butt clearly and they then wear really revealing shirts that show alot of cleavage, then is it ok to stare at them?
I'm trying to recall the context but failing, it was a court ruling on porn and the judge said something along the lines of I cant define porn but I know it when I see it. This relates because there is a difference between throwing it out there and simply wearing something revealing, I cant easily define it but I know it when I see it.
Bottom line is I am man, I was born to desire women, to want them. If they trot their stuff out and flog it I'm going to look and I don't care what they think of it. On the other hand being a gentleman if they are simply showing a little cleavage I can maintain eye contact with the best of them. The key I think is knowing the difference and I include both men and women in that.

Funny thing are women who are wearing revealing attire and than act like they can't stand guy looking at them. Yeah right. That's why they put it on in the first place. Of course women love and crave attention, that's why the cosmetics and fashion businesses are so huge WORLDWIDE!
Now, of course it is all relative: if the attention comes is from a 50 yo guy with a hanging belly that's not OK, but if it was Brad Pitt that's a different story LOL
I had a "friend" one time who was always complaining that men were always stating at her. She was pretty but I was skeptical. One day we were out and she started pointing out all of the men that were staring at her. Sure enough they were staring......... Because she had spent the previous few minutes staring at them!!!
We later uncovered she was vain, selfish and manipulating so we had to end that friendship.
