In the past I know could be put Father Unknown on Birth Certificate but I heard anymore Government insist that a Fathers name be put on in case there is need of Government assistance.
In Michigan, if you apply for any assistance, they require something on the birth certificate so that they can go after that party for reimbursement under child support. I do know of a mother that is on food stamps and did not declare the father, but I am unsure of how that worked out.
Honestly I don't know but the father's name should be required. After all he created the kid and he should be supporting the kid so tax payer's don't have to.

What if they have had multiple partners and really don't know who the father was. Some fly by night types too don't stick around after a one night stand to do any sort of paternity test 9 months later. There are a lot of reason why a father's name may not be listed.
IDDY has never heard of single or lesbian women conceiving through anonymous sperm donation I guess.
