What exactly does it mean when someone says "I love you but I am not IN love with you"?...it seems like a paradoxical statement to me but a lot of people use it.

It means I like you as a person, but not as a lover. But don't leave me. It's the equivalent of an announcement of being put back into a friendzone for couples who are already in a LTR.
If you can't understand it, just think about it in terms of loving someone that isn't a lover. Your parents, kids, friends, etc. You may love them, but you're not in love with them (or at least we hope not).
In a romantic relationship, it just means they love them as a person, care about them, but do not want them as a lover or spouse/SO.

And that they think you should both see other people, because they already are.
I love a significant amount of people. But I am not "in love" with them.
As soon as someone said that to me, it would be the end of the relationship. I've got lots of loved ones. Why would I need to settle for a romantic partner who didn't see me in a romantic way?
