I was actually on my smartphone in both cases. And I don't stare in social situations, period.

Sounds pretty much like me and women except the roles are reversed and you are doing the rejecting.

I won't stare and haven't for years, but I used to. I used to not be able to help it when I saw a really cute woman. I'll still steal glares every now and then when she doesn't notice.

Honestly it depends on what they were doing at the time.
If I am sitting at a Diner, Coffee Shop or a place like Barnes & Noble and writing, I will stare at nothing in particular but I don't really see anything.
I am processing a thought, editing something I've written or trying to decide which direction I want to take the book when I have two scenarios written.
It is even worse when I am in the middle of writing a poem.

They may not have been staring at you specifically but it appeared they were because of the way they were sitting, facing, etc.

Maybe not actually looking at you, but simply lost in thought & gazing absent-mindedly in your direction?
