For every man that suggests this as a genuine pre-date ritual to get acquainted with the other person, there's a creep that suggests it so he can beat off under the table for free.
I try not to judge people who are into certain freaky things, but it's not cool when you use a dating site to non-consensually get your rocks off to unsuspecting victims.

It isn't this complicated, if you do not want to video chat then don't and tell her you are limited to the phone.
If you do not have a camera on your computer or you do not have a smart phone you can't video chat anyway.
I only see the point in video chatting if it's with someone you won't be able to meet in person for a long time (due to distance, for example). Otherwise, why not just get together? If you have time to video chat, you have time to grab a drink.

Maybe she just wants to see what you really look like and act like before meeting in person. Photos can be very misleading, whereas video chat is very revealing of personality and appearance.
I don't like phone conversations as I miss too much in the way of facial expression and body language, so if we're going to talk before meeting, I'd much prefer a video chat.

True, but you know what's even more revealing of personality and appearance? Meeting in person. It sounds like she lives near him. They can easily meet for a drink or coffee like normal human beings. If she doesn't like his personality or appearance she can make up an excuse to leave after 30-40 minutes and she never has to see him again. I suppose that involves slightly more effort than clicking a couple of buttons, but would you really want to date someone who isn't willing to put forth that minimal amount of effort? I'd view it as a bad sign of things to come.
As I said before, it would be different if she lived far away and meeting in person was going to involve a great deal of time and expense.
