It causing a some strain between us and hes told me I have to decide what we are doing after I told him I didnt feel like a party/night out. I just don't feel like being surrounded by drunk, rowdy strangers and kidding myself that I'm in the mood to celebrate... My boyfriend seems so disappointed and let down.

If it means so much to your boyfriend, you might want to suck it up and go out.
For the record, though, I'm with you. When I used to go out on the town for New Year's eve, it was usually a let down; the night out could never live up to the hype.
