This is so irritating on many levels. It's such of waste of my time especially when it sounds like he is on the verge to set up a date and time and doesn't.

You should tell him that. Just say "I've setup the last ____ dates, your turn! I'm interested in what you want to do!"

I've learned that, in 30+ years of marriage. Just tell your partner what you would like. Don't sit and steam about them not doing what you want them to do, but haven't said it.
