It's at the high end of healthy. I find thinner more aesthetically pleasing also, but that doesn't mean thicker people are automatically unhealthy.
You just contradicted your last post with this statement anyhow.... A very athletic woman may not be chubby at that height, even if "heavy" due to muscle mass.

I posted some information that I hope helps you out
Ideal Body Weight Chart - Perfect Body Weight - Body Weight Height Proportion

Here is the ideal body weight chart for women (in terms of pounds) according to different body frames

But remember Body Mass Index Charts (BMI) are not always accurate
What people are saying here about Muscle Mass is true.
They can greatly effect the true accuracy of BMI charts
I find the old fashion way is best.Just by looking in the mirror
and turning sideways is the best way to determine if you need to lose weight.
If your body looks like the third picture you need to get on that treadmill

A person five feet should be about 100 pounds and you should add 5 pounds for each inch above that. So a person between 5'3" and 5'4" should be between 115 and 120 pounds. That can be adjusted 10% in either direction for bone mass.

No, I didn't. Read what I said. There is no perfect number. And that is true. HOWEVER, unless she has a serious bodybuilder mass, 145 is simply NOT a healthy weight. Period. Not for 5'4".

Remember that these charts ALWAYS add 1-2" for heels, and 3 pounds for clothing. BMI is a USELESS number. BF% however, is VERY useful, and it is what we need to start using. And I agree....use the mirror!!! It is your best guide!!
