Lol, why do some guys do that all the time? I work with someone who every time he's talking to me is adjusting and checking his package about every 5 seconds. I try to keep my eyes on his face but it's distracting. Maybe I should start touching myself too...do you think he'd notice?
Along the same lines, why do women always look down at their chests? I doubt nothing changes much past the age of 18 or so.
after I've noticed that the guy I'm talking to is talking to my chest and hasn't made eye contact in last few minutes. Maybe a button popped open? Oh wait..no....that's just what men do
To the OP- its a "lady habit" a sign of modesty. I don't think its a come on if thats what you're hoping.Also you may have a habit of thigh staring and that is their little signal to you that they are NOT wanting you to see more there. Its having the opposite effect for you, but if they just sit down and the skirt goes up, you have probably been leering in the past. Therefore,they have no good option to but to avoid you. Are they doing that too? Think hard...

On occasion I wear a kilt [weddings, funerals, etc]. A kilt has a great deal of pleating all across the sides and rear. It is very difficult to sit down and to maintain the pleating looking proper. Once seated you can not turn in your seat at all without ruining the pleats.
And I have observed ladies attempting to catch a glimpse of the 'regulations'.
So I can see where females in skirts could likewise have issues dealing with their skirts when they are seated.

Yeah, those Japanese, they're very strict about their women and their skirts.
