Ok, maybe I have watched too much Jerry Springer in my day but I can't believe that people STILL use this excuse!
I have always said alcohol is "liquid courage". It makes some people say or do things they "thought about or wanted to do" but would not under normal circumstances.

I don't believe someone cheats if it's not already in them to do so?
There are extreme cases of once and done, but for the most part, people who cheat...well, it's simply in them to do so...those that don't, wouldn't think of it, their moral instution is way to strict...they have respect for themselves, and in turn, respect for others they know and love.
It depends on what they did while drunk. Saying something stupid or hurtful while drunk is a forgiveable offense, cheating is another thing. If I'm in a stabile relationship and everything is going well and suddenly my partner has too much to drink at a party and cheats, that's not something that I can allow the alcohol to take the blame for, it's the individual.

People will absolutely do things while intoxicated that they'd otherwise not do. That doesn't excuse them if they do something inexcusable. So yeah, I'd buy that they might not have done the deed had they been sober, but it wouldn't make any difference. I don't care much for drunks anyway, so instead of doing one thing I didn't care for, they've done two? Two wrongs don't make a right.
You know, alcohol simply lowers inhibitions. It makes you do the things you'd secretly like to do while sober.
Hey, there have been a time or two when I was in my cups and out with friends when I thought I was getting into a situation. I excused myself and went home.
It would be a very rare for cheating that would actually fly with me. Perhaps if my SO and someone else were stranded on a desert island, thinking they were lost forever, I MIGHT consider that excusable because when something really traumatic happens people tend to grab for whomever is there. In that case, it would probably be a don't ask don't tell scenario anyway.
