We are already paying for a War on Poverty and a War on Crime. We could lower our tax burden by ending those wasteful endeavors and simply solve official poverty in the US.
It could be viewed as a form of human capital infrastructure development that provides for the general welfare.

I am glad you asked. We can end official poverty and reduce that corresponding amount of crime through market friendly means.
Unemployment compensation that conforms to the federal at-will employment doctrine and state at-will employment laws can end poverty as we know it and the crime associated with it.
