I gather that anyone that has been baptized with water can baptize other people with water
but that the same is not true for the baptism of the Spirit.
Jesus was baptized with the spirit at the beginning of his ministry
but it wasn't until after his resurrection that he was able to baptize others with the spirit.
If Jesus baptized two people every day then over a lifetime he could only baptize 70,000 people.
Therefore to baptize 10 billion people in one lifetime would require 142,857 baptizers (each of whom baptizes two people every day)
It would take Jesus 200 years to baptize 144,000 people
physical water baptism symbolizes spiritual water baptism.
the scripture makes it clear that water baptism alone is not sufficient for salvation.
But it does appear that spiritual water baptism and the baptism of the Holy Spirit are both required.
Jesus answered, "Very truly I tell you, no one can enter the kingdom of God unless they are born of water and the Spirit.
37 In the last day, that great day of the feast, Jesus stood and cried, saying,
If any man thirst, let him come unto me, and drink. (Spiritual Water)
38 He that believeth on me, as the scripture hath said, out of his belly shall flow rivers of living water.
39 But this spake he of that spirit which they that believe on him were about to receive (at that feast)
(which has to be a reference to spiritual water not to the Holy Spirit)
for the Holy Spirit was not yet given; because that Jesus was not yet glorified.

18 because also Christ once for sin did suffer -- righteous for unrighteous -- that he might lead us to God, having been put to death indeed, in the flesh, and having been made alive in the spirit,
19 in which also to the spirits in prison having gone he did preach,

The antitype of which (the spiritual counterpart of the physical ark) also now saves us -- immersing not flesh yet putting away filth.
Granting a clear conscience unto God through the rising again of Jesus Christ,
Jesus can turn water into wine, feed the multitude with seven loaves of bread and two fish (or something like that) and walk on water, why won't he baptize all 10 billion all at once? Nothing is impossible for the Son of God.
On the other hand, He won't. He especially won't baptize newborn babies. After all, Satan needs fuel to make sure that Hell doesn't freeze over and Christians have nothing to fear in the afterlife.
