The atheist lies to himself before lying to others.
At the start, the idea of the atheism was made fair-seeming to him, and he liked it, then he convinced himself with it, then he started to spread it to others.
This was suggested to him by Satan and the devils; they mocked him and drag him step by step, in order to ruin him completely, and he is unaware of Satan and his suggestions.
So every atheist (if he claims he seeks after the truth) has to ask his Lord God to guide him, and He will guide him, but he should reform his conduct and be modest and do not show pride over the weak and the poor; or else if the atheist insists on his blasphemy and denial of God the Creator, then Satan will have complete control on him, and he will be the servant of Satan in the afterlife.

The "threat with punishment" and the "promise with reward" are important to let man act in proper way.
The government warns people by punishment if they steal or transgress on others, and gives salary and rewards to officials when they carry out their duties well.
The teacher uses such motives to advance the level of his students: punishment and reward.
The parents uses this with their children to discipline them in proper way.
Even you use such motives of the reward and punishment with yourself: if you do some bad act, you will blame yourself; and if you do good, you will then be happy and will be satisfied by yourself goodwill and good pleasure.
So God - be glorified - said in the Quran 5: 98
اعْلَمُواْ أَنَّ اللّهَ شَدِيدُ الْعِقَابِ وَأَنَّ اللّهَ غَفُورٌ رَّحِيمٌ
The explanation:
(Know God is Terrible in retribution,
and God is Most Forgiving, Most Merciful.)
God threatens with punishment, even His apostles: that if they incline to the desires and idolatry of their people, He will then punish them severely.
This is in the Quran 17: 73-75, God said to His apostle Mohammed:
وَإِن كَادُواْ لَيَفْتِنُونَكَ عَنِ الَّذِي أَوْحَيْنَا إِلَيْكَ لِتفْتَرِيَ عَلَيْنَا غَيْرَهُ وَإِذًا لاَّتَّخَذُوكَ خَلِيلاً . وَلَوْلاَ أَن ثَبَّتْنَاكَ لَقَدْ كِدتَّ تَرْكَنُ إِلَيْهِمْ شَيْئًا قَلِيلاً . إِذاً لَّأَذَقْنَاكَ ضِعْفَ الْحَيَاةِ وَضِعْفَ الْمَمَاتِ ثُمَّ لاَ تَجِدُ لَكَ عَلَيْنَا نَصِيرًا
The explanation:
(They were about to tempt you [Mohammed] away from that We revealed to you; that you might forge against Us other [words: to say God has ordered me to incline to their idols, or to leave their idols be];
they would – then – have certainly made you their dear friend.
And had We not confirmed you [Mohammed], surely you were about to incline to them [: the idolaters] a little bit.
In that case We would have let you taste a double [portion of the punishment] of living and a double [portion of the punishment] of dying;
and moreover you would not have had – against Us – any helper [to save you from Our punishment].)
God created a large number of man-kind and genie-kind on Earth and the rest of the planets, and even He – be glorified – filled these planets with a large number of creatures: intelligent people and genie and animals and plants.
Where are the signs of life on Mars? Where are all the people (mankind), animals, trees, plants, etc.? Where are the houses and buildings of cities, towns and villages on Mars? The probes, landers and rovers have not detected a single thing like that. While Mars is a very interesting planet, it's also a cold, desert-like planet, with no complex forms of life like humans. Are all life and buildings on Mars the size of ants? Or are they all invisible?
Now you're adding GENIES on Mars. You somehow seemed to miss mentioning that in your earlier posts. Let's see, so life on Mars includes humans, animals, trees, plants, - and GENIES. Now that would be interesting. Do the genies live in lamps, waiting for some unsuspecting human from Earth to find it, pick it up, rub the lamp three times to free the genie within, and grant the finder three wishes?
All the inhabitants of the planets (including the Earth) are God servants.
God –be exalted – said in the Quran 19: 93-95
إنْ كلُّ مَنْ في السماواتِ و الأرضِ إلاّ آتي الرحمانِ عبداً .لقد أحصاهم و عدّهم عدّاً. و كلُّهم آتيهِ يومَ القيامةِ فرداً.
The explanation:
(None is there in the heavens and the earth but he will come to the Most Gracious as a servant.
Surely, He has counted and numbered them [one by one.]
And each one of them will come to Him on the Day of Judgment, alone.)

This aya clearly speaks about the inhabitants of the planets, that are alive now,
and does not speak about angels in heavens, because angels will not be judged,
but the Judgment will be for the present inhabitants of the planets including the earth;
who will sooner or later die one by one, and all of them will go to the world of souls; and moreover, on the Day of Judgment, each one of them will come to his Lord: the Almighty, for Judgment and requital. ÕÝÍÉ ÌÏíÏÉ 1

They have not yet detected on Mars any people (mankind), animals, trees, plants houses and buildings of cities, towns and villages; but this will be discovered later on (and it is sorry indeed that their programs have been stopped for economic reasons).
Their probes, lander and rovers were misguided to the finding of anything of that on Mars; it may be this was according to their atheism, pride and transgression on people, so they were not granted such an achievement. This is like when a ship misses the way in the vast sea, or a caravan loses its way in the desert.
The lander was fixed in its place, and the rovers are only very small and their movement is very slow and limited.
The probes are very high, and their equipments were not so efficient to pick satisfactory images like those of the Earth.
And all these instruments were landed in the deserted regions of Mars: for the safety of their landing and movement lest they should be crushed on the rocks of mountains or they might fall in valleys between mountains.
Moreover, the interpretation of the observed data, the moderation of images and other factors like they worked according to some presumptive wrong notions like the very red dust, the much CO2 …etc all that lead them to miss many things, which may be discovered later on.
