It's more upscale for sure but I don't think it has much to do with income tax, half of South Shore is in Nevada and it's just as bad as the California side. I think it's due to the downturn in the Casino business, South Shore had dozens of cheap gambler motels and when they couldn't rent them out to people who were there to gamble because of the growth of Indian casinos they converted them to cheap weekly or monthly rentals and they attract the same kind of people as the old motels on 4th street in Reno do.
