Since you are in government housing, both the ADA and the FHA Act applies.
Under ADA, they are required to accept a "Service Animal". A "Service Animal" under the ADA is not a comfort or emotional support animal. So, if that is the purpose of the animal,they are not required to accept it under ADA regulations for public/government housing. "Service Animals" are specifically trained to perform a task related to the disability of the tenant.
Under FHA Act, an "Assistance Animal" can be a ADA "Service Animal" an emotional support or comfort animal. They are allowed as a reasonable accommodation which is not an absolute right. Under FHA Act, your doctor must provide a authenticated/verifiable letter stating the specific need for the animal.
In both cases, if the training you mention is dog obedience, housebreaking, or not specific duties for the disabled person, those types of training are not acceptable for the purpose of "In-Training" exceptions. The most important item you have to provide us is if you really mean a "Service Animal" as defined by ADA or an "Assistance Animal" as defined by FHA Act. Many people use the terms interchangeable but they have separate and unique legal definitions.

Toy dog can get a lot playing inside! They also can be Litter box trained A Big dog Needs Lots of Exercise! They can be Destructive from Boredom
