You can estimate the cost of running the A/C unit by going online and seeing the kWh usage of the particular model (if you have the manual that will also tell you). Ask the LL or another tenant in a similar unit how many kWh the place uses monthly, check your area's utility company website for the cost per kWh and then do the math.

Actually, the area where I live has some days in the summer of 90+ (one horrible year we had over a week of 100+ !!) and winter typically has some periods in the 20's and sometimes below 20 (rarely single digits but it happens).

Good point about the research for cost of electricity. Sounds somewhat challenging to figure out, but perhaps I'll give it a try.

For our 8k BTU A/C we got an isobar premium unit to regulate the voltage spikes. I know technically it says to plugin directly to the wall outlet but I trust the isobars enough to do the job (and they did, for about a year before I moved to a unit with twin ductless). The nice thing about them is that they automatically trip the switch if too much power is drawn, before tripping the breaker further up in the apartment's electrical panel.

I live near Seattle and I love my portable A/C unit! The only thing visible from the window is a 5 inch wide plastic barrier where the hose comes out. I think it's discreet, and since the unit is inside there is little to zero noise outside.
