Really Forever Blue!! People in you apt building are Not allowed to sit outside!! WOW!
people in my area sit outside all the time. No Body calls the police on them. I would Not want to live in a place where sitting outside not allowed!

She didn't say it wasn't allowed, she said she didn't like it.

Unless the lease says 'no loitering' in the common areas or they're there all night long, the landlord wont do a thing.

To call the landlord for something like this is just plains silly!

(I rent from a corporation, not a private landlord. There might be a clause in there about loitering in the small print of the lease.) If you're shocked how no one loiters at my complex, then you must be used to it in your neighborhood. No one's done that in my complex for the last 3 yrs I've been living here. It's great. No one, up untile these recent people, are outside for nothing. We all walk to/from our cars, out to let the pets go to the bathroom, &/or are outside FOR A PURPOSE...not to lolagag around. I guess that's extremely shocking to some people that people in my complex don't just stand around outside.

There's these 1-2 guys that have started sitting around at the foot of the stairs. One of them is a buddy of one of the actual residents here. He's this unemployed loser who sits there all day I guess waiting for his buddy to come home from work, then they go to the club. (I overheard them talking during one of my times passing by to get to my place.)

I wouldn't be surprised if the other residents around me have complained because I haven't seen a certain different other 2-3 people for the last few days now...unless they're away/out of town again, which they have been once before in which I was happy there for a moment because I thought they moved out.

Complain about what?? As long as these people are residents and aren't causing a disturbance, they have a right to hang outside. Unless they are creating a disturbance of some sort, and you hearing them isn't considered a disturbance, there's nothing your landlord is going to do about it. If you're so hell bent on complaining, file a formal complaint with your landlord if the lease states no loitering, but at least be an adult about it and include your contact information.

If you have non residents that are hanging out all day, that's a different story, but as long as they were with another resident what's the issue?

I think it's great when people mingle outside and chat, laugh and enjoying the fresh air...it beats sitting like a blob on the couch watching the boob tube. In my community people are always out and about..walking their kids, their dogs, walking with friends, hanging out on front porches...it's not a big deal.

I get what you're saying, but you wouldn't last a week in NYC.. this is what they do.. there's no space.. picture picnic chairs outside your steps.. or even a birthday party on the sidewalk complete w/ dj, tables, decorations etc.. or even a bbq set up on the sidewalk at 3 am, even in Winter.
