I really need some good advice as to what to do with these neighbors who's been hell since February of this year and I have already made several complaints including Video Recordings of them making obnoxious loud noisy fights or their children misbehaving by cursing out aloud, horse playing with throwing large rocks and stones or even whenever they feel like it putting a boombox or a radio device outside in the balcony and the main problem is that the balconies for the one bedroom designed that we live has shared balconies and that's why I can hear all the noise that they do whenever they are outside... they do everything outside since they have no furniture inside their apartment so they feel like always hanging outside and creating serious noise pollution... I'm writing today because I've had enough and the manager that I has been dealing with out apartments since they took over and renovated in January is gone. They have been under eviction status since February and ever since it's been hell.. I feel like they can just live in there for as long as they can and do whatever and win... Now we will have a new manager take place on Monday and on Monday of June 20th my rowdy neighbors were suppose to leave out of their place according my manager BUT since she's leaving I don't know if they are going to stay longer or what not but this has got to stop and I need some good advice as to what else to do....I feel like calling sometimes and requesting an Officer to speak to outside to give him all evidence i have and see what they can do about it. And It's a just insane it's a couple in their 30s with 4 kids living in a one bedroom apt of 555 square feet and since we share balconies it's hell!
please let me know what suggestions I can do.

thanks Reenzz I have before to the non emergency police department and have remained discrete as being anonymous but this time if and when it happens again, it's going to be time that I step out and speak with the Office myself also and I'm very non confrontational and I guess that's why I am seeking help and I do thank for that direct answer for sure...I'm gonna have to do it all time!

Monday IF its court ordered the Police Will escort them Off the Property. What Stuff they have will remain XX days ...according to the State Laws till they make arrangement with the Mgr to pick it up.

OMG. It's awful to deal with such disruptive behavior. As others said, at least this is something the Police can be called for. I'm sorry you have to suffer, but sounds like sooner or later, it will be ending.

I moved once due to an upstairs neighbor who would come home about 11:00 pm, begin yelling and throwing things all night, his wife and toddler screaming. (And I had to get up and go to work). This would occurr on a weekend day, besides. I called the police once and the stupid property owner (of 6 units) who did not live there, asked me why I had to call the police. And when I complained to him that their relative would always take my assigned parking space, he said I should "just park on the street" (while I was the paying tenant). If I would see the tenant, he would just glare at me. It was a bad scene.

I was glad to find another apartment down the street and was able to begin taking my stuff over, telling the owner I was leaving due to this. After I shipped out, I heard from someone that those neighbors moved right after me. (I wonder if the owner had gotten to hear the noise, himself).

I discussed this here, sharing how I had a neighbor who would have a loud TV on in the bedroom, from 3:00-6:00 am, having to overhear speaking and singing in Chinese, which was very annoying. Someone asked me why I mentioned his ethnicity -- it was to relate what I had to listen to. (It would have been annoying hearing speaking in English at a high volume also, but this was like high-pitched, screeching).

You should call the police and also inform your property management that they are interfering with 'Quiet enjoyment of the premises' something that is on most leases. It doesn't give me a 'better picture' of the situation, as the previous poster insinuated. The picture I got of the situation was made clear when you mentioned their BEHAVIOR BEFORE mentioning the race that you are identifying them by. Stick to the relevant facts when discussing your problem on here and to the authorities. Something like this should suffice: ' My neighbors in unit xxx have repeatedly disturbed the peace by doing X,Y and Z. This is bothersome and in breach of the terms of my lease which provide for xxx and quiet enjoyment of the property...' NOT this: ' My neighbors in unit xxx have repeatedly disturbed the peace by doing X, Y, and Z. They are black people and their behavior is bothersome and in breach of the terms of the lease...'
For the record, I am a mixed African American female special education teacher, with a masters degree and when I am reporting my students behavior in class I think of it along the same lines. I mention the students behavior and how it was harmful to him/herself, to classmates, etc. So that you can put this into perspective as to how silly mentioning race is it would be like me saying ' Little Johnnys behavior today was problematic because he injured himself and another child throwing chairs in the classroom, etc' (OK). VERSUS 'Little Johnny, the 8 year old white boy in my class, has problem behaviors. He threw a chair at myself and another child.'(NOT OK). If I sent such a report, the principal would never back me up by saying ' Oh yes, stating the fact that Little Johnny is white is giving us a better picture of the situation!' ��

If your landlord has been evicting them, and working on it since February, your landlord is doing all he can to get them out and stop the noise and disruption.

If the judge has ordered them out tomorrow, if they don't go the sheriff will be out to throw them and their stuff to the curb. That's not much longer for you to wait.

Whoever was manager when those people were accepted was not doing his job. Screening has been lax.

I suggest that if you ever move in the future, you choose a place where the landlord screens tough and it is difficult to qualify to rent there. That keeps out the noisy riff raff. Believe me, your awful neighbors were not model citizens until they moved in and at that point turned into monsters. They have been doing that all of their lives and doing proper landlord references should have kept them out.

I suspect it is not their first eviction because they have really gamed the system in an experienced manner, so an eviction check should have kept them out.

I completely agree with this post on all counts (except it's spelled "irrelevant" ). Great advice about how to approach the problem Be objective and clear about the behavior and report the behavior if it breaks code. Leave race out of it. It has nothing to do with it, and does not paint a clearer picture (unless you're trying to change a complaint about noise into a personal social comment that will detract from the problem).
