Talking, at any hour, is perfectly reasonable and you have no right to expect that other tenants not talk. Likewise, a couple having sex is a reasonable activity that is part of their use of their living space, and you have no right to expect to never hear any evidence of sexual activity. The same goes for people who complain about other tenants flushing their toilets at night or walking in their units - those are reasonable living noises and you should expect to hear them at any time. It's part of living in an apartment.
