A cat is perfectly capable of giving a severe mauling. A cat can also cause a lawsuit with a bite or scratch, or by tripping someone so that they fall down, or by being the cause of a child to have to take a rabies shot series.
I can remember, several years back, a litigant receiving an enormous payment to compensate them for the mental suffering from a hamster bite.
There is no possible reason to believe that a cat is incapable of causing a lawsuit.
