Property Management firms would have this information for properties they manage...

Every large metropolitan area has at least several property management firms...

Often the units will be in an old building and often the rent will reflect utilities are included...

My utility district encourages rental property owners to convert to individual metering... so here, anyway, there are less all the time.

You need to reach out to a Realtor. They can input the criteria on their system and come back with only the listings that fit your needs.

That depends on the area. As an office manager in a real estate/property management / building contractor's office, I can tell you that in my area, there is no way to search such a thing. Rentals are not put into MLS, and there is no general database for rental properties. The only way to find out that information here is to start making phone calls.

some larger search services such as rent.com or apartments.com may allow you to filter results using amenities or features.

you could also use craigslist and type 'utilities included' in the search field.
