Does "no income" mean they are now retired? If so, check in to if they are eligible for Social Security. You don't give enough information for much of an answer. I guess they could check in to welfare and SNAP, though SNAP is in the form of a card, not cash.
Basically such a person would get Social Security/Supplemental Security Income (SSI), supplemented by Food Stamps (SNAP), Medicare/Medicaid, housing assistance and/or energy assistance.
Does he/she have a work history that would make him/her eligible for social security?
There is nothing that provides CASH. You might check with such agencies and organizations as the Salvation Army, Catholic Charities, etc. Also, food pantries in this person's area . . .
Often, cities will have emergency funds available through an agency, typically one associated with United Way, but those funds are usually available only to the homeless, travelers caught in emergency situations, disabled people being displaced from their dwelling, etc. I would get on the phone and call local agencies, churches . . . folks who don't have the ability to assist may be able to direct you to parties who would.
Also, find out if there is some sort of Agency for the Elderly, Senior Services, (whatever the agency may be called) that serves folks living in the county or city or region where this person resides.
The chances of getting cold hard cash, though, are low.
Also, if the person was married for 10 years, they'd be entitled to SS based on their former spouse's earnings, assuming the spouse was covered under SS.
Sounds like a Medicaid case - start to finish. Apply for SSI and Medicaid.
Why is she destitute now? What has she been living on up to this point if she hasn't worked (per your other thread)? Married and abandoned? Lived in another country as a US citizen, never worked, came to this country without a sou?
