My wife sometimes has difficulty punching the numbers and letters on a cell phone and tablet. We both use these types of silicone styluses:

We have the Cell2Jack and we have four extensions (2 upstairs and 2 down) so we don't have to carry our cell around the house with us. Works great because my cell rarely has a signal downstairs, so I leave it upstairs and answer whatever extension I'm nearest. Call and see if she can just give her basic cable. Consumer Cellular is a great company with the cheapest cell service and fabulous customer service. If you don't need much data, she could get cell service for $25 a month.

My smartphone and home phone are connected via Bluetooth. You can get a good smartphone with 1500 min each talk, text, data for about $100 annually. It allows me to take care of my banking, deposit checks, email, control the springles system, temperature in the house, and currently my doctor visits, plus 100’s of other things. This year I use the Samsung Galaxy 10e smartphone, last year was the Moto G6. Next year I’ll switch to the Moto G7. I'm 79 years old.
