Here an IRS Q&A to tell you if you have to file a tax return this year. It's a series of questions on different screens, then you answer each as you go along.

I always 'file' taxes, even though most years I am not wealthy enough to owe any taxes. I still file them.

I just E-Filed my Federal 1040 using the Free File Fillable Forms linked from the IRS website. I filled out the PDF version first, before going to the Free File website, just to make it quicker and easier. It took about 1 hour to complete my federal taxes, not so bad. I have a simple tax form with nothing more than pension income, some W2 income from my old employer's deferred compensation plan, and some interest & dividend income (schedule B was required). Easy peasy.

Just a few hours after I submitted the 1040 via the Free File website, I got an email that the IRS accepted my tax form. I will get a refund this year, and on top of that, I'll be qualified for the third stimulus check.
