PRINCETON, NJ -- The percentage of U.S. adults who identify as lesbian, gay, bisexual, or transgender (LGBT) ranges from 1.7% in North Dakota to 5.1% in Hawaii and 10% in the District of Columbia, according to Gallup surveys conducted from June-December 2012. Residents in the District of Columbia were most likely to identify as LGBT (10%). Among states, the highest percentage was in Hawaii (5.1%) and the lowest in North Dakota (1.7%), but all states are within two percentage points of the nationwide average of 3.5%.
4.5% of Rhode Islanders identify themselves as being gay or lesbian. Must be something in the water.

As a gay man myself, I'm compelled to ask why does this matter? I live in a state that is ranked 39th on that list even though the Advocate ranked Santa Fe the second gayest city in the country a couple years ago. However I just don't see how that has any of that has any impact on my life.

As a gay man myself, I was surprised that Rhode Island has a higher percentage of gays than, say, California or New York. I moved to Providence a little over a year ago and immediately sensed that the city was very gay friendly, and this survey confirms that Rhode Island has a relatively high percentage of gays.
And the percentage difference is not 1.6%, it's approximately 30%

The difference in ranking on that list has a marginal difference of .5% (just half a percentage point) between RI and CA . The city of Los Angeles alone probably has several times more gays than the whole state of RI. Just meaningless stats as far as I'm concerned.

Your math is incorrect. And if you feel it's a meaningless stat, well, then it's meaningless stat to you.
"They" were right! The gays are going to take over the world! All us straight people are going to be forced to marry someone of the same sex, procreation ("the purpose of marriage") will stop, and mankind as we know it will cease to exist!
Whatever will we do?? lol
(All meant in sarcasm, of course, in case anybody thinks I was serious - it's happened. lol)

I seem to recall the assumed percentage of gays to be 10% of the population -- don't recall where I read it.

Incorrect, how so? California supposedly has 4% and RI 4.5%. That's very marginal difference.

No , taking the whole population into account, the odds of encountering a gay person in RI are 1.6% higher than NM. I don't find that to be a staggering statistic.
