I am glad a mill such as this is being saved, but wish it was fully capitalized without government support. Any funds issued by RI Housing could go to the city of Woonsocket to help lower residential property taxes with owners reducing rents accordingly. Rather than one builder making all the profits. On a side note, it is not going to get better soon:

Your link states that about half of houses for sale in RI go to out of state buyers. It's not just MA buyers, it's NY and many other states. I'm seeing people buying in from all over.
Of course, this doesn't help poorer RI'ers, who will be priced out from buying and whose rents will keep going up, possibly forever.
On the other hand, there are programs in place to address this in terms of self help, like SWAP, etc.

More accurately, Rhode Islanders are being priced out of their own market. You'll be better for it in the long run. Trust me. You shoulda grown a private sector economy during the greatest economic expansion in modern history. Expensive houses with high taxes simply aren't a good fit for the indigenous populace. You need a serious governor and a serious mayor of Providence. Pop-up croissants only go so far.
