Elmhurst is a good choice for all of the reasons you mention. You can't top the neighborhood when it comes to real estate values. The current low inventory seller's market in Rhode Island remains hot for the most part, but Elmhurst has never really caught on fire, so it looks to be a good deal until that happens.
It is family friendly for all types of diverse families. While good public schools may be in short supply, there are local private options available. $250-$300,000 will find you fine houses which would cost twice as much on the popular East Side of Providence. Property taxes are relatively reasonable also.
Generally, people moving to RI from the south like it as long as they understand it is generally different from the south. It's a very blue state with progressive blue state sensibilities. Rhode Islanders are warm & friendly - in a genuine way, if you are also.
