I think I may have asked this before and not got an answer, so I'll ask again. Why is it in Central VA two people have a car accident barely scratch the paint and feel the need to stop in the middle of the road, block traffic and stand their like idiots? I though when I moved here it may be some stupid law, but verified with multiple cops that you SUPPOSED to move your car out of the way unless it's disabled? I do a lot of work in NoVA and notice, they move their cars. What's with this area? I see more multi car accidents solely because two cars had one and were too stupid to get out of the way.

Happened to me twice only, both times I pulled over to the side of the road and found out it was just a minor scratch. I also checked to make sure the drivers who hit me were not hurt or anything!

People in high-traffic/metropolitan areas are more used to seeing this because of heavy traffic, more aggressive drivers etc., which would explain why you don't see much of this in NoVA...they know what to do/not to do in these situations. If you drive around in NY/NJ area you will get a lot of honking and curses directed at you, people refusing to let you into their lanes etc. which is typical of that area / metropolitan area in general....in Central VA people are relatively polite (there are exceptions everywhere of course) and usually won't act like that; it is the local driving culture that defines these kind of things...

I watched a guy sit at a red light in the left turning lane with the police behind him with lights and sirens trying to get by at a major 4-way intersection because he was afraid to "run the red light". I was in the lane next to him going straight at my red light. Police officer honked his horn maybe 4 times for the guy to move....completely oblivious. It's just fear and/or ignorance. People get scared stiff.
