Reading about the Kensington issue in Buffalo reminds me of how Rochester lost our subway to an expressway. Hey Kathy Hockel, where's our billion?

Well, the subway just used the space that once was occupied by the Erie Canal and the move to being automobile centric played a part in its decline. https://rocwiki.org/abandoned_subway

I 490 East was built in the subway bed. I believe also I 590 as well

Yes, but the subway was built in the old Erie Canal bed, which goes back to the 1820's. So, it was a path that goes back well before the subway.

I 590 (originally NY 47) ran north, up the east side of the city, through portions of both Brighton, in it's southern path, and Irondequoit, at it's northern end. To the best of my knowledge, the far northern path of 590, that being north of Norton Street, into Sea Breeze, the roadway followed the former Rochester-Sodus trolley bed.
