How good is the public transportation? Is it on schedule? Will I need a car?

Yes, you will need a car. In-town transportation by bus or light rail is decent. Buses do run a few lines of "e-trans" buses from a few outlying areas. But, for grocery shopping, going to the mall, weekend chores, etc. most people drive their own vehicles.

You will need a car - Sacramento as well as most of Calif - is a commuter town.

Sure you can take a bus or light rail - but they are not the safest ways (yucky people) to transport and it's not very extensive either. I once had a job interview someplace that would take me 30 minutes (no traffic) by car. and it was nearly two hours and three buses to get there.

But if you are college student and live near campus - this is not a problem of course. But that would be the only reason not to have a car...

You will REALLY need a car.

It's pretty awful. I used the light rail once, and I did like it... I bet it's good if it so happens to be right perfectly along your commute, like you live in Folsom and work in Rancho Cordova or something to that extent, but once you're talking about bus transfers, etc.... forget it.

Default I rode the Lightrail to work for 3 months and

there is nothing quite like being stuffed into a metal tube in July when its 105 degrees outside. Mix that with the lovely aroma of a homeless guy that smells like urine who sits hidden in the emergency exit steps so the transit cops cant see him. To round off the experience you get to listen to wanna be gangsta ghetto punks practicing their rap skills. In two weeks I'm taking the family on a 2 week vacation. All over town using nothing but public transportation. I'd better make sure the kids are up on their immunizations...
