Both Colfax and Grass Valley are at about 2400 feet. I imagine that a couple times during the winter you might get snow, but I doubt it would last very long because you just aren't high up the hills yet.

But because 174 is a highway and people in that area are pretty dependent on it, I imagine that it would get plowed pretty quickly if the snow did somehow linger, but I doubt that it would linger very often.

You can get some snow on Hwy 174, the Colfax (2300ft) end is a little lower elevation than Grass Valley (2800 ft) so there can be a significant amount in Grass Valley during big storms, but usually, it is plowed quickly and only happens once or twice a year, but there are years where it is more frequent.
The schools do have snow days.
The Chicago Park area is a little "banana" belt and usually stays pretty good, but it all depends if you are in a cold pocket or not.
Colfax gets plowed pretty quick, I think the street crew loves any chance to drive the snow plow around.
