That website is 11 years old, and I don't see Sacramento listed.

Sacramento is listed under high sufficiency....This is the 2008 list.

Looks like a category with Tecugigalpa, Dhaka, Tunis, Managua, etc. as peers - the 2008 list, not the 1998 list where it isn't listed.

Near as I can tell, that list is a measure of cities with good interconnections with other cities--that "two hours from everything" effect, perhaps?
