City Manager Sheryl Sculley is proposing a cost-of-living raise plus incentive pay for the city's executives, a request that some council members fear may not sit well with rank-and-file employees.

In August, Sculley suggested the city's >>102 executives<< — mostly department directors, assistant directors and assistant and deputy city managers — receive performance-based incentive pay instead of the standard 2 percent cost-of-living adjustment, or COLA, she was recommending for the vast majority of the city's civilian employees.

She "short-changed the executives"? Seriously?

The fleecing of the working-class (poor) and the middle class continues on! Even as as some politicians (on one side aisle) want the Bush tax cuts for millionaires extended!

I'm sure the argument is that without the raises, San Antonio risks having other cities poach its best people by offering them higher salaries. Is that an acceptable tradeoff?

After reading the article throughly, I think the raises are needed to keep the workforce that we do have in place already.

The proposed raises do not appear excessive. As long the performance reviews are conducted throughly and properly, I see no problem with giving these folks the raises they deserve.

Welcome to the real world. I bet most employees are in that situation. And on top of that, many (most?) employers are passing more insurance costs on to their employees while simultaneously decreasing coverage and/or raising out-of-pocket expenses.

We're all getting squeezed.

--engage in multiple hiring freezes over past 3 years
--ask many city employees to seek early retirement to lay them off without really laying them off
--cut hours to public services like the public libraries
--grossly under-budget police to where there are thousands of unsolved murders, rapes, child molestation, and robbery cases that the police completely lack the resources to deal with while our beloved mayor focuses on screwing with junk food in vending machines and smokers.

So what else is new? This is the age old crap executive management always comes up with to further line their pockets....

So they do a good job, whoop-di-do -- We do a good job too, do we get these pay raises or bonuses? Can't management ever just take pride in doing WHAT THEY ARE PAID TO DO and be satisfied with that?

Don't forget what a bargain San Antonio's city council reps and mayor are at $10/meeting $25/meeting respectively. Who would the city be able to hire as head of... say the the Parks Department, if the executive pay was that small?

As far as the city council reps and Mayor getting $10. per meeting. Our charter is a council/manager type with the council job designed to be part time. City Manager is the one who runs the city as dictated by the council. Problem is most council reps and the Mayor make it a full time job and get in the way of things

And the other article in todays paper. The city want to spend $40 million to buy and rehab the old Friedrich building and trade it to SAISD for their HQ worth $9 million. Where do I sign up for that kind of deal?
