Before we signed the lease I was asking them how do they calculate water bill and I was told we pay what we consume, they do not subtract ..... supposedly

If that is the case, then there is a meter somewhere you should be able to read that is just for your unit.

Since it´s an apartment complex, no clue where the water meters are .... so not sure how to track if they do not over charge us

If you are in an apartment complex, you probably don't have a separate meter for your unit, and your bill isn't coming from San Antonio Water System (SAWS). As Azure states, the complex probably just divides the bill for the entire complex between all the units, and each tenant pays a portion.

You are correct, on the bill it says ¨Bill not from City of San Antonio¨.... though, before we signed the lease I asked leasing manager how do they calculate water bill and I was told it was based on our separate water consumption and it´s not divided among all apartments ......

She lied.
I doubt there is going to be a water meter for every unit. Not sure how many units there are at your apt. complex, but hundreds of water meters for one property is just impractical.

It's SIGNIFICANTLY high. I'd go to the office and demand to know their basis. Sounds to me like they're using a master meter, then dividing the usage by the number of apartments and hitting you with the bill. The national average is 50 gallons/person/per day - so you SHOULD be at about 3000 gal/mo - and that would include having a washing machine. Ours is about that on average, unless we're watering the yard. But an apartment doesn't have a yard, so.....yeah, bet it's off a master meter.

I will go to the leasing office tomorrow and ask them, because I was shocked how it could be that much for just two of us..... I am sure they will give me some kind of run around explanation....

Sounds like you are getting the stone oak discount. Just assume that any service you will be charged extra for by virtue of the area you live in.

That's high, I'm in a Stone Oak house, family of 2, and watered the yard several times, mine was:
Domestic Water Service Charge 17.00
Water Supply Fee 15.14
Edwards Aquifer Authority Fee 2.04
Federal Stormwater Fee 4.25
Sewer Service Charge 22.12
State-Imposed TCEQ Fee 0.24

Amount Due $ 60.79
8230 gallons which they claim is about half the neighborhood average

------
Apartment complex may be considered commercial and get a discount for quantity, or penalized for being commercial, don't know how that works.
Then again there is probably a pool and landscape watering involved.
