Over the next 8 years or so which do you think shows a better return on a house/condo?

Well... Otay Ranch is part of Chula Vista... so not sure what you mean, can you specify what areas (other than Otay Ranch) you're comparing in Chula Vista?

There are quite a few Short Sales in Eastlake/Otay Ranch, but even with that being said, your chances of greater growth and property values increasing more significantly are better in Eastlake/OR. Also the portion of Chula Vista closest to Bonita is decent as well. The more inner city portions of Chula Vista have a more worn look and could effect property values. Some of the older homes closer to 805 are okay, but as I stated earlier - a little worn looking.

IMO Otay Ranch seems like it's going to be a very disireable place to live within the next 8 years.

There are many new communities that are being planned along with new schools and community centers being built within these communities. SANDAG's South Bay Bus Rapid Transit Plan will add a well needed connection to downtown and the rest of the city.
