Some roofing companies say yes, some say no. Can't seem to find info on this, except for the city of Chula Vista that requires it. Trying to find out about La Mesa. I've talked to several people that have had re roofs without a permit. Some bids say they'll get a permit, others say it's not needed unless a city official calls them out.

I think you can replace shingles so long as you don't need to replace any wood they attach to. I've seen people just do a second layer too but I wouldn't.

I'm certainly no expert on this, but perhaps a building permit is required only when wood shake shingles are replaced by wood shake shingles as the city/state wants everyone with wood shake shingles to convert to non-wooden roofs. Looks like you may need to review the California Building Code and the California Residential Code as referenced in 129.0203 (17).

4. Roofing replacement for an existing single family dwelling.
• Exemption from permits is allowed only when re-roofing does not add weight over and above that of the
existing roofing and the structural roof sheathing is not affected by work.
• Current California Building Codes do not allow more than two layers of roofing. To comply with these
requirements and still be exempted from permits, an existing layer of roofing may have to be removed but
without affecting the underlayment or roof sheathing.
• Reroofing with certain materials may need to comply with California Energy Efficiency Standards for ‘CoolRoofs’.
