What other college neighborhoods can you guys recommend in SD? Ages 18-24 ?

There are a fair amount of college students living in Clairemont, but I wouldn't classify it as a "college town".

It does have Mesa College on Genesee Ave (Southeast Clairemont), and there are plenty of college students living near Mesa College, mostly in nearby apartment complexes.

But most of Clairemont is a residential neighborhood with single family homes.

Many students also live together as roommates, and rent single-family homes in Clairemont.

Pacific Beach is more of a "college town".

In a nutshell, I would just look at where the college campuses are located throughout SD, and the surrounding areas will likely be "college towns".

where are you going to school?
The area immediately surrounding SDSU is a "college town". Similar is Pacific Beach.

Clairemont is a mix of older homeowners, working / middle class, young people. It's not a "party" area.

Be careful where you pick, if you move into a quiet area and make lots of noise with partying, you will meet stiff resistance from your neighbors. The majority of San Diego (even much of the city) is pretty quiet.

I'm not going to school, I'll be working but I'd like to be surrounded by people around my age (19) and preferrably close to the beach. Is Pacific Beach the perfect thing?

PB is probably a good choice.

It's a "party area" with lots of 20-somethings, bars, etc.

And the beach is right there.
