I'd live in Oakland. Easy trip to SF when you want, lots of LGBT people and couples, there are some gay bars and such if that is your scene, but it is generally very inclusive. Adam's Point is good, neighboring the Grand Lake and Piedmont Ave areas are fine as well. You don't need to live in SF for a LGBT friendly community, I know gay couples all over the bay.

the OP is in wisconsin.people living in the bay area can forgot how life is for lgbt people in other parts of the country.most of the bay area is extremely tolerant

i have friends from the industrial midwest who moved to the castro and jumped into the whole scene and but then after a while it was not so important and they moved to the suburbs while i have other friends who will never leave the castro.

if you want a strong lgbt community and solidarity move to the castro.
if you want to live where your neighbors will treat you the same regardess of orientation you can find that in many places in the bay area
