Suggestion. Instead of giving money directly to the pan handlers. Give it to the social service agency's directly.

In Iowa city where I came from. They actually have special "parking meters" in the down town area. Where people can give. And belive it or not. While they do not have near the number of programs in Iowa that the have here. Its all run much better. And provides far better services. Simply cause they don't have a dozzen offices each doing a different service scattered all over the place. Providing often duplicate services. Have confusing rules and crabby office workers. Instead there is just one office for each agency. Many sharing the same building.
