I'm looking for a high rise apartment anywhere in SF for this price range? All that I see for a 1 BR are around $3k. Are there not any cheaper options?

No. Regular 1 bedrooms cost $1600. Highrises generally have views or new amenities, rare features in SF rentals.

If you want a cheaper highrise apartment, move to downtown Oakland. They range from about $1750-2200. For reference, these apartments are in an up and coming area -- Uptown (in terms of access to amenities, weekday only dry cleaners, whole foods and chinatown for groceries, lots of bars and new ones opening every few weeks) and are within 1-3 blocks of 19th Street BART.

Nope, I doubt that you'll find anything much cheaper than $3K for a 1BR high-rise apartment. There aren't actually that many high-rise apartments to begin with, at least not compared to places like NYC.
