I know someone who is a software engineer with 3+ years of experience and has graduated from a UC. How easy is it to find another job in san francisco or oakland? What should be the salary range?

There's a lot of SW engineer jobs out there. If he has experience he should be able to find a job. If he's "Sr." he should be making 100k+. Non "Sr." will probably make 60K+.

If they don't mind working for a startup, I see TONS of developer jobs on angel.co that pay well over $100k without requiring a ton of experience.

It really depends on the kind of job, the companies, and what the degree is, 3 years out of school people still care about what the degree was.

So I'm just going to pretend, 3 years experience working for tech companies, like Twitter, Yahoo!, Google, etc. doing software or applications development, and with a B.S. in Computer Science from UC Berkeley.

90k-120k. As for how easy it is to get a job, there are not as many jobs as Silicon Valley, but in SF specifically there are plenty of jobs, mostly in smaller and mid-size companies.
