You still aren't a native. Perhaps you should look up that definition too, along with urban and city.

There are better places for families around L.A., though. Just like there are much better places for families in the Bay Area than The City.
best places to raise a family in the bay area for me would be in places like Concord. SF is wack for families. But for California as a whole, if I had to choose a place to raise a family, I would pick Roseville/Folsom.

I am Hispanic/Filipino and Catholic.

you aren't a native bro. in order to be a native, you have to be born in CA.

sounds correct but you lack the Hispanic pragmatism and acquired the Anglo idealism. nothing wrong with the Anglo idealism as the Anglo idealism has propelled the US to be the most technologically advanced society (stuff like Apple and Microsoft were thought of by men who had strong ideals) in the world but the resulting drawbacks are the stupid political/social movements we have in the US (i.e; Liberalism, political correctness, bible-thumpers "conservatives, tea party movement, etc).

Walnut Creek, Lamorinda, Fremont, and most of the Peninsula and Marin all come to mind.

I don't recall claiming to be a native. I'm not a tranplant from the south, who moved to northern california, as an adult, with no family

Kids in middle school don't have a say in the matter, where as hipster blow ins do.

Why is that? I know several families raising kids in those places and they all seem to love them.
