I very much understand what you want. I suggest you check out the East Bay for better weather. Concord, Pleasant Hill, El Cerrito, Berkeley, Ashby, Emeryville, and San Leandro are my suggestions (in order). They all have BART Stations, except Emeryville. Also the commute by BART from Concord (being the farthest station on my list) isn't too bad to get to the city. Not even an hour commute. Don't believe me check out the site. BART - Bay Area Rapid Transit District

Have you looked at Millbrae? It's a real nice area to raise a family - very good schools, nice environment, very safe. To go to SF you can take BART (at the Millbrae Station) or the train. And you can still park daily at the Millbrae BART station for free.

I would say Daly City esp. for the price you are looking for. Very safe. But if weather is of concern I would say East Bay or further down the Peninsula. However, Burlingame and on is $$$.
