Don't get me wrong, I love my home country, and I love California, and I love San Francisco...but if third world countries and New York City, I've felt completely comfortable with miniscule homeless bothering me once in awhile, than SF should be fine too...but it's on another level there much worse than third world countries.

Anyways, I've never lived in a suburb with no intention to, so that's not an option.
how hard is it to ignore them or just tell them to **** off?

Much better to just ignore them. I pretend they're not even there and I've been yelled at, but no one has pressed any harder. So many of them are just professional panhandlers after an easy buck.

yeah it was a rhetorical question because ive never had any problem saying no or just ignoring them, but the OP seems to have a big problem with them for some reason. ive never been yelled at or even given a second glance

All the options have already been mentioned. I'd rank them:
1. Boston (In particular Brookline was a good rec)
2. back to NYC
3. Vancouver BC (But avoid Chinatown, it seems like all of Canada's homeless are bunched into these few square blocks.)
4. Seattle (aka SF Lite)
5. Madison WI (I guess. I agree that he might get bored as hell here, but it is much cleaner and cheaper less homeless than SF/Seattle/VBC. Plus getting around by transit here is doable though not ideal.)
