Depends on the company. The ones who have worked for me were essentially first level Marketing Managers, for all intents and purposes. Borderline tactical marketing, working very closely with sales teams, product development groups, strategic product marketing groups and order fulfillment groups to conceptually define products, launch products effectively into the market and triage customer business escalations.

that's a good description

at my workplace, this fits the bill. conceptual design, making sure that deadlines/timelines are being met, working with marketing/sales, etc.
