The program is only in San Fran, Fresno & Boston for now. I hope it makes it to Florida!

I looked into panels last year. By my calculations it would have taken about 7 years to break even.

You guys are thinking way too shallow.
If you have an area around your house that gets good sunlight through the year particularly during the winter then you have potential.
An awning can be roofed in solar and not be on the house at all.
A car port or patio covering can be any material that is appropriate.
Solar does not require the whole package at once , I built mine a little at a time as I could afford it.
I have panels that are probably older the some of you here, still working.
I have added to the house wired for DC 12 and 6 volts and shop and the a capacity to make AC with inverters if required. I have battery banks that I draw from, and charged with solar and grid power and generator and wind mill .
If the grid power goes down I hardly notice it.
Where as on the grid tied solar system , if the grid goes down the solar "must" shut down as well.

I'm not trying to be a smart a**, but just what did that entire system cost you? Seems like a backup generator would be a whole lot easier, and cheaper.
