Effingham paved about 150 miles of dirt roads with Coal Ash from Ga Pacific. (Fluidized Combustor Ash). It has not held up well and it has become a maintenance headache (Except Forrest Haven Drive which the ash was removed and replaced with conventional paving at a cost of about $290,000).


May 25, 2011 Effingham Now excerpt:
COMMISSION APPROVES FOREST HAVEN PAVING

Effingham County commissioners approved a bid for repaving work on Forest Haven Drive at last week's commission meeting.
The heavily damaged ash road is one of 235 ash roads covering 153 miles in the county.
The bid, awarded to R.B. Baker at a cost of $291,695, will include traditional road construction methods, and will not include the use of ash. The ash will be removed and taken to the county landfill.
The county has listed 20 ash roads as severely damaged and is awaiting test results on how best to make repairs.
The testing is to determine a working method that will utilize existing ash.
Preliminary results were received May 17, Toss Allen, county civil engineer, said, with the final results expected this week.
Commissioners said Forest Haven Drive was too long of a road to use as a test for repairs.
A recent study of the roads noted the ash can be a suitable base, if it can be kept dry.
Water, however, has penetrated the base in some cases, causing bonding problems between the surface treatment and the base.
The ash is a byproduct of waste created in the paper-making process at Georgia-Pacific and has been used on county roads beginning in the early 2000s, County Project Manager Adam Kobek previously said

Now you know why the ash was used in the first place.... Cheap way for Georgia-Pacific to dispose of it.

I knew that twenty years ago. Effingham also paid for trucking the ash and dumping it on county roads plus the contractors to helter-skelter spread it on hundreds of county dirt roads. With the help the Rutherford leadership and the former County Commission rubber stamping everything he proposed almost ruined Effingham County. There was a lot of politics and conflict of interests involved too. Millions of dollars spent on White Elephant projects and maintenance reworking of these ash roads attempting to make them work with limited success. A deaf ear was directed towards citizens who questioned the ash road projects. Former Effingham Commissioners during the Rutherford era created big messes that following commissioners have not been able to solve. We have a new County Administrator Steve Davis who hopefully will lead Effingham out of the messes.

Guess we can discuss the ash roads a little more, the Savannah Riverkeeper has requested testing of them.
