Registered sex offenders could have their parole revoked for behaving like this, so it's not really a fair comparison. The problem isn't the drug use, it's how the drug use contributes to his awful behavior.

If it was a registered sex offender next door, you would have no obligation to disclose it.
I'd probably try to sell now. Inventory remains low, prices have gone up, and you're in a neighborhood that people want to live in. Even if people came to look at the house and overheard the neighbor screaming, it might not be enough to dissuade them from making an offer in the current real estate market.

Selling is an expensive option though. Between agent fees and the capitol gains tax it might be cheaper to litigate. Renting it out as a party house is statistically unlikely to result in damages in excess of the selling costs. It's an old house that needs a bunch of work, not a showpiece. Renter damage might actually make the repairs deductible.
