Volunteer Park in East Capitol Hill is just lovely. That neighborhood is central to most anything, your budget should work there. Neat link for you: History | Volunteer Park Trust. To answer your question, Capitol Hill is ideal for a car free lifestyle. You can actually walk to Downtown Seattle, there are thousands of cafes, restaurants, entertainment options within reach on foot. There is also a light rail station, great location.

Light rail connects Sea-Tac Airport, Rainier Valley, North Beacon Hill, Downtown, Capitol Hill, and UW/UWMC. Other transit options: Streetcars (SLU and First Hill), Electric Trolleybuses, RapidRide (BRT), Monorail (Downtown-Seattle Center), Express Buses, Sounder (Commuter Rail), ferries/water taxis.

Thanks for the information! Based on what I've seen, I think Capitol Hill is worth a closer look. Looking forward to spending time there next weekend!
