Check out The Mediterranean Inn on N Queen Anne. It's a block or two from the Space Needle. Pretty awesome location and the hotel was pretty cozy, IMO.

The Mediterranean Inn Hotel, located one block west of the Key Arena and The Space Needle in Seattle, affordable and downtown. A non-smoking property.

You should be able to find a discount rate on hotels.com

Yes, it is a good location very close to the heart of the action downtown. It's as safe as any other downtown Seattle block.

The nationwide chains, such as Ramada, generally have to maintain certain standards to keep the affiliation. I have never stayed, but I would guess it would meet those certain quality standards to be a Ramada. Not high-end, but not budget either.
